Withdrawing from Afghanistan, Without Leaving a Vacuum

Some years ago, I spent an afternoon in New Delhi meeting with a group of retired senior members of India’s military and intelligence communities. A central topic was Afghanistan. The Indians were adamant that the Taliban must not be allowed to take over the country. They saw the Taliban as agents of Pakistan. The absorption of Afghanistan by the Islamabad regime would pose a threat to India. Afghanistan would be a rich recruiting ground for the terrorist/insurgent forces Pakistan uses to destabilize Kashmir. And in case of another open war, Afghanistan would give Islamabad “strategic depth” which could be used in several possible ways.

The Islamabad-Kashmir area is at the narrowest part of Pakistan. It’s only 228 miles from Islamabad to Kabul. But the terrain is bad to the west and Pakistan has more important areas to defend to the south. Even so, pulling troops back to Peshawar, where they could be supplied/reinforced from Afghanistan, could serve as a counter-attack force if Islamabad was under siege. Pakistan has an arsenal of mobile short and medium-range ballistic missiles with conventional warheads and is adding cruise missiles. However, only some of these models could reach India if redeployed to Afghanistan to avoid preemption. More attractive would be Afghan airbases which could support Pakistani operations along the northern border but at a distance that would make it harder for Indian airstrikes to suppress. During the February clash, Pakistan intercepted Indian airstrikes in the Kashmir area and shot down two fighters, including an F-16. Deeper airstrikes could be problematical for New Delhi.

Legislatures Elected by Evaluative Proportional Representation (EPR): An Algorithm

Unlike any existing voting method for a representative democracy, this article describes a new method that gives every voter every appropriate reason to be pleased with the results. It is called Evaluative Proportional Representation (EPR). EPR guarantees that each citizen’s vote will continue to count proportionately in the deliberations of a legislative body, such as a city council. After assessing the ideal qualities needed by the office, citizens grade each candidate as either Excellent (ideal), Very Good, Good, Acceptable, Poor, or “Reject” (completely unsuitable). Each voter can give the same grade to more than one candidate. Each candidate not graded is automatically counted as a “Reject” by that voter. These grades can be counted by anyone who can add and subtract whole numbers or by the algorithm provided. Each EPR citizen’s vote adds proportionately to the voting power in the legislature of a winner. Initially, EPR’s count provisionally determines the number of highest grades (votes) each candidate has exclusively received from all the voters. However, no winner is allowed to retain enough votes to dictate to the legislature. Therefore, our simulated election limits the percent of votes any winner can retain to 20%. This ensures that at least three members of the legislature will have to agree for any majority decision to be made. We call a candidate who has received such a percentage super popular. Any non-super-popular candidate is eligible to receive at least one of the extra votes initially held by a super-popular candidate. Each extra vote is transferred to the remaining eligible candidate on this voter’s ballot who has been awarded the highest remaining grade of at least Acceptable. If such a candidate is absent, this ballot becomes a proxy vote that must be publicly transferred to an eligible winner judged most fit for office by this super-popular candidate. Similarly, all the votes provisionally held by an unelected candidate must be transferred to an eligible winner. The final number of votes received by each winner is the weighted vote each will use during the deliberations of the legislature. No vote is needlessly wasted. Each citizen is given every appropriate reason to be pleased.

Of course, voting using existing methods is very important, at least as a performance of a civic duty. Additionally, it is praiseworthy when a citizen votes in an attempt to make a constructive contribution to the democratic life of one’s community. Also, we assume that each voter desires that their own concerns, values, and ideas be accurately represented in the legislative body. Unfortunately and needlessly, all of the existing voting methods do not fully guarantee this level of representation. Consequently, many citizens have very good reasons to be displeased because their votes have been needlessly wasted in one or both of the two senses defined next.

Xi Killed Convergence: the American China Consensus is Gone

Two open letters to the President on China strategy have appeared recently. The first, “China is not an enemy”,[1] was published in the Washington Post on July 3rd. The second, “Stay the Course on China: An Open Letter to President Trump”, appeared in these pages on July 18th.[2] The former argued that considering China as an enemy would be a self-fulfilling prophecy. The second posited that we had already turned that corner with China, and that the president should continue with his hard line policies toward Beijing (Full disclosure: the author signed the latter open letter).

There’s more to these letters, but they do not represent an argument; rather, they are a transition from an old conventional wisdom to a new reality. As Nikki Haley wrote in Foreign Affairs last week [3], the theory of convergence with China expressed in the Washington Post letter and practiced in the United States for 30 years has been fully discredited. “Let’s face it: Xi has killed the notion of convergence.”

Why it has taken so long to get to this point will have to be left to the social historians, but the China policy transition now underway has been reverberating throughout the Washington policy community for some time. Continue reading

Stay the Course on China: An Open Letter to President Trump

Dear President Trump,

Over America’s exceptional history, successive generations have risen to the challenge of protecting and furthering our founding principles, and defeating existential threats to our liberties and those of our allies. Today, our generation is challenged to do the same by a virulent and increasingly dangerous threat to human freedoms – the Chinese Communist Party (CCP) through the nation it misrules:  the People’s Republic of China (PRC).

The Chinese Communists’ stated ambitions are antithetical to America’s strategic interests, and the PRC is increasingly taking actions that imperil the United States and our allies. The past forty years during which America pursued an open policy of “engagement” with the PRC have contributed materially to the incremental erosion of U.S. national security.

This cannot be permitted to continue.

Democratizing China Should Be The U.S. Priority

U.S. goals in relation to China, our biggest national security threat, tend to array along three main axes: military, diplomatic, and economic. But in deference to the failed strategy of engagement, we don’t use the significant normative and ideological power of democratization as a multiplier on these battlefields, nor does the prospect of democratizing China factor sufficiently in our cost-benefit analyses.

Militarily, we prioritize defense from China, but other than ongoing military support to Taiwan and the Tibet campaign of 1957-72,[1] we have not used our substantial military resources to promote democracy in China, for example in the rebellious zones of Xinjiang or Hong Kong. Economically, we prioritize U.S. market share in China, IP protection, and beating China’s GDP, technology and industrial strength. But we don’t condition our China trade on our lowest priorities, human rights and democracy.

In the short term our military and economic priorities are correct, but given the Chinese Communist Party’s growing strength globally, we must increase the prioritization of democracy as a long-term end goal in China, and we need to reevaluate opportunities to use our still substantial but relatively diminishing military and economic power to bring democracy to China. Even though it was only 0500, the heat was already approaching the high 90’s and I could feel my sticky uniform only too well, sandwiched between skin and body armor. The Humvee engines were idling and the smell of JP-8 fuel stung my nostrils. “Hansen, 2nd platoon’s electronic warfare vehicle is down. We’ll need you in the lead element for the mission. You’re truck commander.”

“Roger, sir,” I replied to my platoon leader, “My truck’s ready, I’ll let the crew know.” More than four years had passed since the overthrow of Saddam Hussein and we were still trying to secure independence for this country. It was the summer of 2007, in Anbar Province, and my company was headed out for another assignment in Operation Iraqi Freedom.

This interview with Dr. Leszek Buszynski, author of Geopolitics and the Western Pacific: China, Japan and the U.S. (Routledge, 2019), took place by email with Dr. Anders Corr between May 31 and June 12.

Anders: What are some of your recommendations in the book?

Leszek: The recommendations are in the final chapter and have been written from the perspective of Australia as a a middle power and ally of the US.  Basically, the U.S. relies excessively on military power to counter China but this is creating the fear of a US-China clash in the region from which China benefits, particularly within ASEAN.  Scuttling the Trans-Pacific Partnership (TPP) was a mistake because it is a way of bringing together the states of the region into cooperation with the U.S., Japan and Australia in a way which would offset Chinese influence.

Anders: Don’t you think that China is also creating fear with its military buildup? Wouldn’t countries like Japan and South Korea be even more fearful if they did not have the U.S. military there to protect them?

Leszek: This is not the issue, the answer is of course. But without a broader US presence in the region, one that is not just military based, regional countries such as those in ASEAN would feel the pressure to gravitate to China.  China has a way of undermining the U.S. presence and its alliance system by playing on regional fears of conflict and instability, the Philippines under Rodrigo Duterte is a case in point. America has to counteract that. Continue reading

Canada is in an awkward dispute with China. On the one hand, it wants two Canadians, Michael Kovrig and Michael Spavor, released from detention, under conditions some would call torture. The lights are left on 24 hours a day, they cannot see loved ones, they undergo daily interrogations without legal counsel present, and they only get short visits from their consular officials once a month. On the other hand, Canada wants to comply with its extradition treaty with the U.S., which wants Meng Wanzhou for alleged lies to financial institutions in order to evade Iran sanctions. Perhaps more urgently, Canada wants to continue its lucrative trade with China. A solution is for other allied democracies, including in the U.S. and Europe, to use their substantial power to impose tariffs on China to help out their fellow democracy, Canada. Our neighbor to the north could do the same, in its own defense. Canadian tariffs against China, linked to demands for the release of Kovrig and Spavor, would likely get them freed overnight.

China is not too subtle about its demands. It wants Meng sent back safe and sound to China. Until then, apparently, the two Canadians will be detained and Canada will undergo increasing difficulty with its agricultural exports to China. All of Canada’s China problems will go away if it just signs on the line and releases her from home detention, according to China and its Canadian intermediaries.

The Kovrig-Spavor predicament is awkward for Canada because it is arguably a result of decades of democracies’ prioritization of trade over human rights issues. That includes Canada. Now that Canadian citizens have been targeted, Canada is wondering whether it is getting the same cold shoulder from its allies that it gave to human rights activists in the past.

The newly-found Canadian human rights concern for Kovrig and Spavor rings hollow after it largely ignored, for purposes of trade, the thousands killed by China at Tiananmen Square in 1989, and the 1-3 million Uyghurs and other Turkic Muslims detained in reeducation camps. By not taking a stronger stand on all of China’s human rights abuse, but instead focusing on just the two Canadians of the millions harmed by China, Canada undermines its own moral authority, and with it, any advocacy for the human rights of the two Canadians.

Canada’s rule of law argument is unconvincing to the CCP. China sees its own authoritarian rule as preferable to the “chaotic democracy” of Canada and its allies. It sees human rights, including those of the two detained Canadians, as something that should be sacrificed for the greater good of China’s Communist Party rule, which is the type of meritocracy the world needs, according to the most sophisticated of Chinese propaganda. Trade Wars, Sanctions and Business Appeasement

In his book Appeasing Bankers, Jonathan Kirshner, the Stephen and Barbara Friedman Professor of International Political Economy at Cornell, argues that “Bankers dread war. More precisely, financial communities within states favor cautious national security strategies and are acutely averse to war and to policies that risk war.” He finds this to be a “universal” trait (at least within capitalist societies) evident throughout modern history. This should be kept in mind when watching the large swings in the stock market in response to reports about the progress, or lack of, in U.S.-China trade talks, Iranian threats and turmoil at the Mexican border. While Kirshner focuses on “stability” with an emphasis on inflation and debt accumulation, he notes the “breathtaking financial globalization” that took place in the post-Cold War period. This has made markets even more sensitive to the dynamics of a contentious international system. Fortunately, the stock market rapidly recovers from panics generated by headlines thanks to the fundamental strength of the U.S. economy.

China’s Concentration Camps Are A Test For The International Community

It’s now no secret that in East Turkistan, the oppression has reached a the boiling point.  Since China’s occupation in 1949, an entire people are going through an unimaginably cruel process, in which Uyghurs and other groups are being pared from their original identity. Their culture, language, values, tradition and religion have been regarded as a poisonous barrier for China’s new project: the Belt and Road Initiative (BRI). To fulfill the final mission China set up of concentration camps in East Turkistan, where people are being tortured, indoctrinated, abused and brainwashed again and  again because they barely belong to what Beijing considers risky groups, including simple communities of faith or people with family abroad. People outside the camps are not free, and every 100 meters people must be checked by Chinese policemen. Video cameras on the street continuously report one’s movement and at home people are obliged to welcome Han Chinese guests who have been sent by the Chinese government for ‘’good intention’’. They impose themselves into Uyghur homes, where they eat and live together with Uyghur families. If any religious or other “risky” things or behaviors are discovered they will be placed in concentration camps.
