President Joe Biden has been using the term “inflection point” in his speeches. At the U.S. Naval Academy on May 27 he said, “Class of 2022, you are graduating at an inflection point not only in American history but in world history. And I mean it. The challenge we face and the choices we make are more consequential than ever. Things are changing so rapidly that the next 10 years will be the decisive decade of this century, because they’re going to shape what our world looks like and the values that will guide it not just for the immediate future, but for generations to come.” Yet, he didn’t lay out what those changes would be. He moved directly to a discussion of Russia’s invasion of Ukraine, “A direct assault on the fundamental tenets of rule-based international order. That’s what you’re graduating into.” He then told them “You’ll learn to crew the most advanced ships in the world, train the most elite combat units, conduct undetected submarine missions, fly the most advanced fighter planes. But the most powerful tool that you’ll wield is our unmatched network of global alliances and the strength of our partnerships.”

Nixon and Kissinger Talk China: Satire

Editor’s note: This satire is meant for purposes of humor and should not be interpreted as historically accurate. 

Henry Kissinger: Mr. President, I suggest we open up formal relations with Communist China and they will be our allies against the Soviet Union.

President Nixon: Do you feel we can trust their leader, Mao Tse Tung?

Henry Kissinger: Mao Tse Tung is the greatest mass murderer in history. He is responsible for more deaths than Adolf Hitler or Joseph Stalin.  He is a ruthless unscrupulous tyrant. So my answer is a most resounding yes.

President Nixon: Yes…I think I understand and can work with someone like that.

Henry Kissinger: A big challenge will be how we deal with Democratic and free Taiwan. They have been great friends and allies.  Communist China regards them as a renegade state and China will not rest until they conquer Taiwan and take away their freedoms. China will subjugate them to unspeakable brutality because they dared to have freedom of speech, freedom of press, and the right to vote for their elected representatives. Mao will never forgive them.

Politics in the De-politicised: TikTok as a Source of China’s Soft Power

Last year’s “TikTok war” revealed unprecedented hostility of the US government towards the Chinese tech newcomer. The seemingly innocuous software was developed by ByteDance, a Chinese unicorn companyTikTok is a sister app of Douyin, created for the Chinese market. Both apps allow users to share and watch short videos. In July 2020, then-President Donald Trump accused TikTok of a series of breaches, the most serious of which was sharing user data with the Chinese Communist Party (CCP) (Levine, 2020). Yet, some experts, including Adam Segal from the Council of Foreign Relations, considered the near-ban a smokescreen to hinder the growth of the most globally successful Chinese app to date (Campbell, 2020). In 2020, TikTok was the most downloaded app globally, with 89 million new users just in the US (Geyser, 2021). To date, 23% of Americans use or have watched TikTok, with an average American user having spent 14.3 hours monthly on the app in 2020 (Tankovska, 2021).

Making Political Risk More Politically Relevant

Executive Summary

This report assesses the state of the academic literature on political risk and evaluates its contribution to understanding and mitigating risk for both business and political professionals. This assessment concludes that policy-relevant research has been in some cases limited and, in most cases, ineffectively communicated. Several major problems contribute to the persistent disconnect between policy, industry, and academia. Political scientists do not approach their research questions in a communicable way, nor do they often take the necessary step of connecting their research to an end use. Risk rating organizations have become overly reliant on cross-national aggregate models. Mixed methods research has been applied inappropriately and thus, ineffectively. Systematic biases have been introduced to models at a structural level, and conceptual difficulties plague some of the most basic questions for risk analysts.

Despite these problems, opportunities do exist for bridging the gap between research and practice, and producing policy-relevant research. This article proposes some recommendations for moving forward. Research questions must be structured in new ways to reflect the needs of end consumers that include non-academic professionals. Several research agendas in need of a practical-minded researcher are put forth, including the rise of China and what it means for global trade patterns, the ‘buy local’ movement spreading across the United States, and the problem of democratic consolidation. For each problem identified, the article makes suggestions for how we might reframe the questions in a way that produces more useful research on political risk. Continue reading
